Only a few criminals are unsafe to ever release: Paul Joseph Dally is one of those few

The Sensible Sentencing Trust has today expressed concern the Parole Board seem so keen to release and hide child rapist and murderer, Paul Joseph Dally.

National spokesperson Louise Parsons today said: “Some crimes are so appalling they shake the nation.  Paul Dally’s psychopathic rape, torture and murder of 13 year old Karla Cardno in 1989 was one of those crimes.”

“Dally’s rape and murder of Karla Cardno was sadistic and prolonged. Thirteen-year-old Karla was tortured over many hours and buried alive by Dally.  In a rare comment of this nature, the lead police investigator on the case, John Marsden, has stated Dally should never be released.  It is extremely rare for police to make a statement of this nature and this confirms the extreme risk Dally will present until he dies.” continued Parsons.

”Why is the Parole Board determined to release Dally?  They don’t have to.  He is serving a ‘Life’ sentence.  Reports that the Parole Board want to hide his identity by not allowing him to be photographed, are also deeply disturbing.  All New Zealanders should be able to know what he looks like so they can protect themselves and their loved ones should he ever be released.“ continued Parsons.

“Dally hid his substantial record of criminal convictions in the 1980s by changing his name from Wayne Clarence Tepaea.  He has a history of trying to hide who he is. The Parole Board should not help him.” continued Parsons.

“The Parole Board are reported as assessing Dally at a ‘medium’ risk of sexual offending.  Need we say any more?  That should absolutely disqualify Dally for release.  A person of Dally’s profile should simply not be considered for release unless his risk of re-offending in any way, particularly sexually, is so low it cannot be measured. ” continued Parsons.

“Sensible Sentencing Trust is calling on the Parole Board to take extreme care with Dally.  Few criminals should never be released. Paul Joseph Dally is one of those few.” concluded Ms Parsons.
